Are you required to have a land Survey if you are trying to obtain a permit for house leveling?

Tried to obtain a permit to level our house. Secretary told us that we would have to have a Survey of our city lot. The house is in the middle of the lot (not near a boundary). I relayed info to our contractor that we hired. He went above her head and obtained the permit from her boss ( without the Survey) . Is this a law? My contractor had never had this request before. This is a small town in Texas and no one seems to be on the same page. Does anyone have any thoughts? Thanks in advance.

Reply:That would be a local law. County or city. That's where you will find your answer. If the permit is signed by the secretaries boss the secretary can not dismiss it. But if you need any other permits from her office you may not get a friendly reception. Small Texas towns are noteworthy for being able to take offence. If you are going to be living there it is better to make friends than enemies. Try to smooth things over.
