My neighbor had his land surveyed and now putting up a fence 4 foot on my property. I think the problem came about because his deed say the line comes off the edge of the street in front of his house and the street has been widen

There should be iron pegs(re bar) at each of the corners, or any place where the property lines change directions. If you feel that he is unjustly taking your area, have your own survey done or review it with him to show him why he is mistaken. If all else fails you will need to go legal on this. Hope not, gets expensive quick and the only winners are the ones collecting the fees for it.
