Starvation in Africa is not caused by some sort of systematic failure to farm, or even drought in countries like Ethiopia, but by war. Tribal conflicts precipitate most of the famine that you see on TV.

They place steep tariffs on the import of food, and dump any surplus food on the world market at prices so low that they actually lose money for the nations. This prevents any agricultural build-up in Africa, the foundation of a solid economy.
